RED DRAGON
Mr. Simpkins is the public-relations officer of the Atlanta police department during the "Tooth Fairy" killings. Given the nature of his job he seems far more interested in assigning blame (first to Dr. Princi, then to the FBI) for any delays in the investigation than he is solving the killings.
